HJ 863.2-2017 Wastewater Discharge Permit Application and Issuance Technical Specification for Non-Ferrous Metals Industry - Aluminum Smelting

Scope

This standard applies to guiding aluminum smelting units in filling out the "Application Form for Pollution Discharge Permit" and submitting relevant application information online, and to guiding the issuing authorities in reviewing and determining the discharge permit requirements for aluminum smelting industries. This standard applies to the management of air and water pollutant discharge permits for aluminum smelting enterprises or production facilities that use bauxite as raw material to produce alumina, and use alumina as raw material to produce electrolytic aluminum. This standard does not apply to the application and issuance of discharge permits for aluminum carbon units. For aluminum smelting units that use production facilities or emission outlets that comply with GB 13223, the "Technical Specifications for the Application and Issuance of Pollution Discharge Permits for the Thermal Power Industry" shall apply. For aluminum smelting units that discharge industrial wastewater, waste gas, or toxic and hazardous air pollutants not covered by this standard, but whose other polluting facilities and emission outlets are subject to national regulations, the "General Provisions for the Application and Issuance of Pollution Discharge Permits" shall apply. Before the release of the "Technical Specifications for the Application and Issuance of Pollution Discharge Permits for the Boiler Industry", hot water boilers and steam boilers with a capacity of 65 t/h or less shall refer to this standard for implementation. After its release, they shall follow the provisions of the new standard.
