Scope
This document establishes the general principles of urban safety risk assessment, stipulates the overall requirements, basic processes, as well as planning and preparation, risk identification, risk analysis, risk evaluation, risk assessment results and application, risk communication and updating. This document is applicable to the risk assessment of two types of risks, namely natural disasters and accident disasters, in the built-up areas of sub-provincial cities, prefecture-level administrative regions, and administrative regions (counties) under the jurisdiction of municipalities directly under the Central Government. Other regional or industry competent departments may refer to and implement the safety risk assessment carried out in this document.
