Scope

1.1 This standard applies to the management of water pollutant discharge from discharge units within the administrative area of Shanghai, except for the scope specified in Article 1.2, as well as the environmental impact assessment of construction projects, the design of environmental protection facilities, the acceptance of environmental protection upon completion, the management of water pollutant discharge after the project is put into operation, and the management of water pollutant discharge permits for discharge units.
1.2 The discharge units subject to GB 18918 and GB 18466 shall implement the corresponding standards. The discharge units within the scope of application of the special emission limits of the national water pollutant discharge standards shall implement the relevant provisions of the state and the city. The discharge units within the scope of application of the national or municipal industry water pollutant discharge standards shall implement the provisions of the national or municipal industry water pollutant discharge standards.
1.3 After the promulgation and implementation of this standard, the discharge units within the scope of application of the newly promulgated national or municipal industry water pollutant discharge standards shall implement the corresponding national or municipal industry water pollutant discharge standards.
1.4 This standard applies to the water pollutant discharge activities permitted by law. The siting of new pollution sources and the management of existing pollution sources within special protection areas shall be implemented in accordance with the relevant provisions of laws, regulations, and rules such as the Water Pollution Prevention and Control Law of the People's Republic of China, the Marine Environmental Protection Law of the People's Republic of China, and the Environmental Impact Assessment Law of the People's Republic of China.
