Scope
This standard specifies the general requirements for the near-surface disposal of radioactive solid waste, and sets forth general requirements for the site selection, design, construction, operation, closure, monitoring, and environmental monitoring of near-surface disposal sites, as well as safety full-process system analysis and quality assurance. This standard applies to the near-surface disposal of low- and medium-level radioactive solid waste. Due to the presence of a significant amount of long-lived nuclides in medium-level radioactive solid waste, the safety of waste disposal cannot be solely ensured by monitoring measures. Higher levels of containment and isolation measures are required for medium-level radioactive solid waste than for low-level radioactive solid waste. This standard does not apply to the disposal of radioactive waste generated during the development and utilization of uranium (thorium) mines, the disposal of natural radioactive waste, or the disposal of radioactive waste in rock caverns or boreholes.
