T/CHCA 019-2023 Technical guidelines for shield soil dregs treatment

1.0.1 In order to implement the laws, regulations, policies, and standards related to construction waste disposal at the national, provincial, and municipal levels, adapt to the needs of urban and rural construction development, promote the transformation and utilization of shield tailings, and improve the level of shield tailings disposal, these guidelines are formulated.
1.0.2 These guidelines are applicable to the planning, construction, and operation management of source reduction and harmless treatment of shield tailings, on-site and centralized treatment, resource utilization, landfilling and burial, as well as testing and other aspects.
1.0.3 The disposal of shield tailings shall adopt technically reliable and economically reasonable technologies and processes, and the use of new technologies, new processes, new materials, and new equipment is encouraged.
1.0.4 In addition to complying with these guidelines, the disposal of shield tailings shall also comply with the provisions of the relevant standards currently in force at the national, industry, and local levels.
