第一条 为了规范锅炉压力容器专用钢板(带)制造许可工作，根据《特种设备安全监察条例》，制定本规则。 第二条 凡在中华人民共和国境内使用的锅炉压力容器专用钢板(带)，其制造许可应当符合本规则的要求。 钢板(带)制造单位(以下简称制造单位)应当按照本规则的要求取得相应的《特种设备制造许可证》，其制造的钢板(带)方可用于锅炉压力容器(含气瓶)承压部件、受压元件的制造。 第三条 钢板(带)制造许可采取对制造单位进行鉴定评审与产品型式试验的方式进行

This regulation applies to lifting machinery within the scope of the "Special Equipment Catalogue". The production (design, manufacture, installation, modification, repair, etc.), use, and inspection and testing of lifting machinery shall comply with the provisions of this regulation. The supervision and management of the installation and use of lifting machinery at construction sites and municipal engineering sites shall be carried out by the competent construction administrative departments in accordance with the provisions of relevant laws and regulations
This regulation applies to the production (including design, manufacture, installation, modification, and repair), use, inspection, testing, and supervision and management of large-scale amusement facilities. For the ancillary equipment of large-scale amusement facilities, if it belongs to other types of special equipment (such as pressure vessels, pressure pipelines, elevators, etc.), it shall be managed in accordance with the requirements of the corresponding equipment.
This regulation applies to boilers within the scope of the "Special Equipment Catalogue", as well as their energy-saving and environmental protection-related auxiliary equipment, monitoring and measuring instruments, control systems, etc. (hereinafter referred to as "boilers and their systems"). The production (including design, manufacturing, installation, modification, and repair, hereinafter the same), sale, import, use, and inspection and testing (including testing, hereinafter the same) of boilers and their systems shall comply with the energy-saving requirements of this regulation; the production and sale of boilers and their import shall comply with the environmental protection requirements of this regulation.
This regulation applies to pressure pipe components within the scope of the "Special Equipment Catalogue" used within the territory of the People's Republic of China. For specific products, please refer to Annex A of this regulation.
