本文件适用于合成氨,尿素,碳酸氢铵,磷酸一铵,磷酸二铵,硫酸钾的生产企业能耗的计算,考核，以及新建和改扩建项目的能耗控制。
本文件不适用以下生产企业：
--以重油,渣油,焦炉气为原料生产合成氨；
--以三聚氰胺尾气等副产碳酸氢铵；
--以工业用磷酸一铵,工业用磷酸二铵生产磷酸一铵,磷酸二铵；
--以商品磷酸生产磷酸一铵,磷酸二铵；
--以利用海水或卤水制取硫酸钾镁肥和利用硫酸铵转化法和石膏转化法,缔置法,混合盐法等生产硫酸钾。
