本文件描述了采用液位手工测量设备测量非承压罐（舱）内石油和液体石油产品（以下简称“油品”）液位和底部游离水高度的方法。
本文件适用于雷德蒸气压小于103 kPa的油品的液位测量，其他类似特性的液体产品可参照采用。
本文件适用于可开口计量的常压罐（舱）及配备蒸气闭锁阀可密闭或受限计量的低正压气密罐（舱）的液位测量。
注：当用于油船舱的液位测量时，本文件中的“罐”等同于“舱”。
