本标准规定了以汽油等为燃料的非道路移动机械用小型点燃式发动机（以下简称“发动机”)工况法燃料消耗率限值和测量方法。
本标准适用于（但不限于)下列非道路移动机械用净功率不大于19 kW的发动机:
——草坪机；
——油锯；
——发电机；
——水泵；
——割灌机；
——微耕机；
——插秧机；
——绿篱机；
——吹风机；
——扫雪机；
——高压清洗机；
——振动平板夯；
——抹平机。
本标准不适用于下列用途的发动机：
——用于驱动船舶行驶的发动机；
——用于地下采矿或地下采矿设备的发动机；
——应急救援设备用发动机；
——娱乐用车辆，例如：雪橇，越野摩托车和全地形车辆；
——为出口而制造的发动机；
——为终端设备出口而制造的发动机。
