本标准规定了平板电视和普通用途机顶盒（又称“数字电视接收器”）的能效等级、能效限定值、能效计算及测试方法。本标准适用于在AC 220 V、50 Hz供电条件下正常工作，以地面、有线、卫星或其他模拟、数字信号接收、解调及显示为主要功能的液晶电视和有机发光二极管电视（以下统称“平板电视”），也适用于主要功能为电视，不具备调谐器，但作为电视产品流通的液晶和有机发光二极管显示设备。本标准适用于在AC 220 V、50 Hz供电条件下正常工作的机顶盒，包括有线机顶盒、地面机顶盒、卫星机顶盒和网络机顶盒。本标准不适用于直播卫星机顶盒。
