Scope

This document specifies the categories of flammable materials prohibited in all toys and the flammability performance requirements for certain toys that may come into contact with small fire sources.
The testing methods described in Chapter 5 of this document are applicable to testing the flammability performance of toys or materials under specific test conditions. The test results cannot be used to determine that these toys or materials have no potential fire hazard when they are close to other fire sources.
This document includes general requirements related to the flammability performance of all toys, as well as specific requirements and testing methods for the following toys that are considered most prone to ignition:
—— Headwear toys: beards, whiskers, wigs, etc. made of plush materials, or fluttering items; masks; headscarves, headwear accessories, etc., but excluding hats made of undecorated paper and cardboard (see Appendix A, A.3).
—— Toy costumes and toys worn by children during play (see A.4).
—— Toys made of textiles and/or polyester films and fabrics for children to enter (see A.5).
—— Soft stuffed toys (see A.6).
Supplementary requirements for the flame retardancy of electric toys shall be implemented in accordance with GB/T 19865.
