本文件规定了密封元件为弹性体材料的旋转轴唇形密封圈（以下简称“密封圈”)在贮存、搬运和安装过程中的要求，提供了密封圈的使用指南，给出了涉及的危害以及避免这些危害的信息。本文件适用于在低压条件（见GB/T 13871.1)下使用的密封圈。注： GB/T 13871（所有部分)与GB/T 21283(所有部分)互为补充，GB/T 21283（所有部分)规定的是密封元件为热塑性材料的旋转轴唇形密封圈。
