Scope
GB/T 18391 specifies the types and quality of metadata required to describe data, as well as the management and use of metadata in a metadata registration system (MDR). This standard is used to formally express the representation, concepts, meanings, and relationships between data, so that both humans and machines can understand them, regardless of the institution that generated the data. This standard does not apply to the physical representation of data at the machine level in bits and bytes.
The metadata in GB/T 18391 refer to the description of data, rather than its broad concept. This part of GB/T 18391 provides a way to understand various components and establish connections between them. It is the foundation for conceptually understanding metadata and metadata registration systems.
