Scope
GB/T 28029的本部分规定了列车通信网络的通信规约，以保证GB/T 28029.6定义的以太网列车骨干网各个编组之间互联互通。
通信规约旨在确保列车编组之间信息交换的互操作性。定义了对通信互操作性必要的所有要素：
a)具有与不同列车视图相关的已定义列车方向的架构；
b)通用功能寻址概念；
c)功能间数据交换的通用通信协议；
d)列车通信控制的服务集。
作为限制，本通信规约遵循GB/T 28029.6中定义的以太网列车骨干网（ETB）技术。对于编组网，定义了更抽象的接口从而不限制编组网技术［例如MVB（GB/T 28029.9）、CANopen（GB/T 28029.11）或ECN（GB/T 28029.12）］的使用。
定义应用数据内容及其含义（例如语法和语义）不属于通信规约范畴，而属于应用规约范畴，即如图1所示显式支持两个应用规约：GB/T 28029.5中定义的TCMS应用规约和IEC 62580系列标准定义的车载多媒体和信息服务（OMTS）相关规约。
