本文件规定了交流额定电压1 000 V(1 140 V)以下、直流额定电压1 500 V以下的户内和户外使用的手持式、可移式和固定式的各类电气设备(以下简称“产品”)的基本安全要求。本文件适用于包括由化学能、光能和风能等转化的电能应用范围内的产品或部件。对于由产品内部生成的不可触及的交流电压高于1 000 V及直流电压高于1 500 V的产品也属于本文件适用的范围。本文件不适用于：--材料和辅助材料，本文件规定的产品的材料和辅助材料除外；--不能独立使用的半成品或初级产品；--用于医疗目的电气设备；--电梯；--电栅栏激发器；--船舶、飞行器和铁路等特殊产品。
