Scope

This document specifies the product safety requirements for electrical energy measurement and control equipment.
Note 1: For other requirements, see relevant standards.
This document applies to newly manufactured equipment designed to measure and control electrical energy in 50 Hz or 60 Hz power grids with a voltage not exceeding 600 V. All functional units of the equipment, including additional modules, are enclosed in a single housing or form a single entity.
Note 2: The voltage mentioned above is the phase-to-neutral voltage derived from the nominal voltage, see Table 7.
This document also applies to metering equipment that includes power control switches and load control switches, provided that these switches are only electromechanical switches.
Note 3: For components and assemblies, see Chapter 13.
When the equipment is designed to be installed in a dedicated socket, the requirements for the equipment only apply when it is installed in the dedicated socket and should be tested when it is installed in the dedicated socket. However, the requirements for the socket and the requirements for inserting or removing the equipment from the socket are not within the scope of this document.
This document also applies to auxiliary input and output circuits.
Note 4: Examples include pulse input and output circuits, control input and output circuits, and instrument data exchange circuits.
This document distinguishes between:
——Electromechanical energy meters, stationary energy meters, and rate and load control equipment;
——Directly connected energy meters, energy meters connected via current transformers, and energy meters connected via current and voltage transformers;
——Class I protection equipment and Class II protection equipment;
——Wall- or cabinet-mounted equipment, rack-mounted equipment, and panel-mounted equipment;
——Indoor use equipment and outdoor use equipment.
