Scope

This document specifies the design, calculation, safety requirements, and test methods for mobile elevating work platforms (hereinafter referred to as "MEWPs") equipped with non-conductive (insulated) components. This document is used in conjunction with GB/T 25849. This document applies to all types and specifications of MEWPs equipped with non-conductive (insulated) components, including insulated components whose design and testing meet the specific electrical performance specified on the manufacturer's nameplate. Such MEWPs are intended for transporting personnel, tools, and equipment to work positions for operations on work platforms located above insulated boom sections. This document includes structural design calculations, the application of stability criteria, and safety inspections and tests conducted before the first use of MEWPs equipped with non-conductive (insulated) components. Appendix A identifies various hazards associated with the use of MEWPs equipped with non-conductive (insulated) components and proposes methods to eliminate or reduce these hazards. None of the components of the MEWPs covered by this document come into contact with the live parts of electrical equipment. In the event of accidental contact above the non-conductive boom sections at the work platform end, the electrical performance of the non-conductive (insulated) components of the MEWPs can provide electrical protection. If the MEWP is equipped with a chassis insulation system, this system can provide electrical protection for ground personnel in the event of accidental contact above it. This document does not apply to MEWPs designed for or capable of conducting live operations (see GB/T 9465). The electrical insulation level is limited by the working voltage of the distribution lines (35 kV and below).
