Scope

This document specifies the general requirements, functional positioning, characteristic requirements, and system and equipment configurations for off-site emergency facilities of nuclear power plants.
This document applies to off-site emergency facilities for nuclear accidents in the provinces (autonomous regions and municipalities directly under the central government) where nuclear power plants are located. Other nuclear facilities requiring off-site emergency measures should refer to and implement this document accordingly.
