Basic Information
Scope
This document specifies the specific requirements for public power grid distribution switchgear (PENDA).
PENDA meets the following requirements:
——For power distribution in three-phase systems with a rated voltage not exceeding AC 1,000 V (see Figure 101 for a typical distribution network) and DC systems with a rated voltage not exceeding DC 1,500 V;
——Fixed-type;
——Open-type switchgear is not included in this document;
——Suitable for installation in locations accessible only to skilled technicians, and outdoor installations may be located in areas accessible to the general public:
● Intended for energy distribution in public power grids;
● Indoor use: switchgear installed in power substations;
● Outdoor use: suitable for open-air installation of switchgear with enclosures.
This document aims to define and specify the requirements for PENDA, including usage conditions, structural requirements, technical characteristics, and testing. For certain grid parameters, higher-performance testing may be conducted.
PENDA may include control and/or signaling devices associated with energy distribution.
Note 1: Control and monitoring devices may be used in smart grid applications or for the transmission of smart grid data.
This document applies to all PENDA designed for one-time use, manufactured, or fully standardized batch production.
The manufacturer of the products may not be the original manufacturer (see GB/T 7251.1—2023, Section 3.10.1).
This document does not apply to individual devices and assembled components that comply with relevant product standards, such as motor starters, fuse-type switches, electronic equipment, etc.
If the substation is owned or operated by a distribution system operator (DSO), PENDA used as low-voltage distribution panels in power substations falls within the scope of this document.
