This guidance technical document is applicable to outdoor high-voltage polymer insulation materials with a system voltage higher than 1,000 V AC, and also includes applications where the shell is an integral part of the equipment, such as in lightning arresters and cable terminals. The scope of this guidance technical document is limited to these materials. The performance of insulators depends on several factors, such as the type of material, design, and environmental conditions. Therefore, when selecting materials, it is necessary to meet the following requirements, but this does not guarantee that the materials will perform satisfactorily when used for outdoor insulation.

The content of this part of GB/Z 28820 is applicable to the prediction of aging processes under low dose rates.
This part provides three methods for extrapolating low dose rate data under general usage conditions based on high dose rate test data. These methods all assume that homogeneous oxidation has been achieved under the test conditions. This part is applicable to various elastomers, thermoplastics, and some thermosetting materials. The various methods themselves are also constantly being improved and refined. In order to be able to predict low dose rate conditions, a considerable amount of test data is required. The exponential extrapolation method is mainly used for isothermal data, while the superposition method can utilize data obtained under various temperature conditions.
