Scope

This part of GB 19510 specifies the special requirements for starting devices (except glow starters and triggers) for fluorescent lamps and other discharge lamps using AC power sources below 1,000 V at 50 Hz or 60 Hz. The starting device can generate a starting pulse of no more than 100 kV and is used with lamps and ballasts specified in standards such as IEC 60081, IEC 60188, IEC 60192, IEC 60662, IEC 60901, IEC 61167, GB 18774, GB 16843, GB 19510.9, GB 19510.10, etc.
