本文件与GB 10395.1一起，规定了设计和制造单转子或多转子的旋转式摊晒机、旋转式搂草机和旋转式摊晒搂草机，包括由单人操作的旋转式滚筒搂草机的安全要求及验证规则。本文件规定了制造商应提供的安全操作信息的类型，包括遗留风险。
本文件不适用于下列机器：
——指轮式搂草机；
——平行齿耙搂草机；
——链式或带式搂草机；
——人力摊晒机和人力搂草机；
——具有捡拾装置的搂草机。
根据本文件规定设计和制造的机器，当本文件规定与GB 10395.1规定不同时，本文件规定优先于GB 10395.1的规定。
本文件涉及了制造商预定和预见条件下使用旋转式摊晒机、旋转式搂草机和旋转式摊晒搂草机相关的所有重大危险、危险状况和危险事件（见第4章），下述情况产生的危险除外:
——环境，噪声；
——电磁兼容性；
——振动；
——自走式机具操作者驾驶室防护物的翻倒；
——动力传动运动部件，不包括防护装置强度不足引起的危险；
