Scope

This document applies to hand-held non-electric power tools (hereinafter referred to as "punch shears and scissors") that perform punching and shearing through reciprocating motion. Punch shears and scissors can be driven by compressed air, hydraulic oil, or internal combustion engines, and can be used by a single operator with one or two hands, with or without suspension devices (such as balancing devices).
Note 1: At the time of publication of this document, there was no information about the existence of punch shears and scissors driven by internal combustion engines. Once the existence of such power tools is confirmed, this document will be revised to include them.
This document applies to the following products:
——Punch shears;
——Scissors.
Note 2: Examples of punch shears and scissors are provided in Appendix B.
This document does not apply to the special requirements and modifications of punch shears and scissors for installation on clamping devices.
This document covers all notable hazards, dangerous situations, or dangerous events when using the tools under the intended use and misuse conditions that can be reasonably foreseen by the manufacturer, except for the use of punch shears and scissors in potentially explosive environments.
Note 3: EN 13463-1 provides requirements for the use of non-electric equipment in potentially explosive environments.
