This outline is applicable to the safety management personnel and operators of lifting machinery as stipulated in the "Regulations on the Safety Supervision of Special Equipment". Lifting machinery safety management personnel (hereinafter referred to as safety management personnel) refer to full-time or part-time personnel engaged in safety management in the user units. Lifting machinery operators (hereinafter referred to as operators) refer to drivers, commanders, and slingers engaged in the operation of lifting machinery in the lifting machinery production units and user units, as well as personnel engaged in the installation and maintenance (or maintenance) of machinery and the installation and maintenance (or maintenance) of electrical equipment.
The regular inspection of lifting machinery as stipulated in these rules is conducted by special equipment inspection and testing institutions (hereinafter referred to as inspection institutions) approved by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as the National Quality Supervision and Inspection Administration) on the basis of regular daily maintenance and self-inspection carried out by the units using the lifting machinery. The inspection is conducted on the in-use lifting machinery that has been registered for use in accordance with these rules. These rules apply to lifting machinery within the scope stipulated in the "Regulations on the Safety Supervision of Special Equipment". All lifting machinery included in the "Catalogue of Special Equipment" shall undergo regular inspection. For lifting machinery included in the "Catalogue of Special Equipment" that has not undergone installation supervision inspection and is directly delivered to the user units in the form of complete machines, the inspection shall be conducted by the local inspection and testing institutions in accordance with these rules before the user units register for use.
This rule clearly stipulates the purpose, nature, basis, scope of application, methods, work content, procedures, and requirements of supervision and inspection of the installation, modification, and major repair of lifting machinery, specifies the responsibilities and requirements of supervision and inspection institutions, supervision and inspection personnel, and inspected units, and appropriately adjusts the items of supervision and inspection according to the actual situation, so as to guide and standardize the supervision and inspection of the installation, modification, and major repair of lifting machinery.
